Guidelines for Conduct of Praja Palana Programme 2023-24 in ULB's
What is Praja Palana Programe:
In order to interact and resolve public grievances effectively, Telangana CM Revanth Reddy has announced a new program called "Praja Palana". Unlike other programs where the public interacts with government officers in their offices,under this program government offiicers themselves visit the people door to door
Key objectives:
The Government of Telangana is committed to usher in people centric government. Hence, the Government is taking up Praja Palana program:
* To implement comprehensive guaranteed Social Security measures and welfare schemes to the various sections of the people in the State in a phased and time- bound manner and to ensure that the six promises made by the Government are fulfilled.
* To establish mass contacts at the grass root level designed with the basic objective of improving governance through downward accountability and transparency and capturing the voices of citizens especially the poor and vulnerable groups.
* To ensure effective targeting of different initiatives of the Government to ensure equity, better governance and systematic reforms are expected to improve the performance of governance.
* To bring transparency, accountability and efficiency in the administration.
* To take the administration to the doorsteps of the people and to address various issues and grievances of the people.
* To aim social justice and economic empowerment for the people of Telangana.
Verification of all applications by teams and finalizing eligible beneficiaries.
* The verification details of applications will also be entered online.
Schedule:
* The Praja Palana programme will be conducted from 28th December 2023 till 6th January 2024 excluding public holidays (Dec 31st & Jan 1st) for a period of 8 working days (in two shifts – 8am to 12 noon & 2 pm to 6 pm everyday).
Praja Palana Program Venue:
* The Praja Palana programme shall be held in every Municipal Ward in Urban area.
Ward Sabha
* The Member of the Ward and other public representatives as per protocol shall be formally invited to attend the Meeting.
* Before commencement of the Ward Sabha, the team of officers will read out themessage from Government in Ward Sabha.
Composition of Teams:
* In Urban areas, the teams will consist of Municipal, Revenue, Civil Supplies, Medical & Health, Education & Energy Department representatives.
* Team @ 1 per ward for Corporations and @ 1 team for 2 wards for ULBs shall be constituted for effective conduct of the program. Collectors shall issue proceedings constituting the teams. Each team will be headed by senior level officer.
Preparatory Arrangements:
The District Collectors and the Municipal Commissioners have to ensure the following arrangements:
* To get eligible applications from citizens for flagship schemes of Government (Maha Lakshmi, Indiramma Illu, Gruha Jyothi & Cheyutha, etc)
* To be conducted at Ward Level
* To be conducted in 2 shifts – 8 AM to 12 PM; 2 PM to 6 PM
* Ward wise plan for No. of Teams to be constituted depending on Population / Households in the Ward, shall be shared
* Ward wise locations to be finalized and arrange flexis in each location.
* Teams to be constituted involving Municipal, Revenue, Civil Supplies, Health, Education, Electricity Dept
* Training to be given to ward teams
* MEPMA staff and RPs may be drafted for help desk and assist in filling of applications
* A common Application Form will be prepared at the State level and sent to the Collectors. The Municipal Commissioners shall ensure printing and supply of sufficient preprinted Application forms in advance in every ULB by December 27th.
* Applications forms shall be filled before attending the camp. This will avoid time consumption on day of camp and heavy rush.
* One application is for entire family. Not an individual application
* A separate general counter to be established for collecting all other applications/ grievances
* 3 counters – One each for Physically Challenged/ Old aged, Women and General public.
* Wheel Chair to be made available at each camp
* Praja Palana to be started with focus on slum areas
* The MCs shall coordinate with the Police Department for smooth conduct of Praja Palana
* Maintain separate registers for the applications received under the guarantees and general applications
* A day-wise and Ward wise schedule for each ULB shall be prepared and wide publicity shall be done well in advance so that people are ready with their applications on the day of Ward Sabha.
* Tom Tom and publicity should be done in every Ward one day before the program
* A backdrop shall be displayed in all Ward Sabhas in the model template communicated.
* Monitoring of Program through District nodal officers shall be done by District Collectors to be assisted by Municipal Commissioners
* Department wise segregation and data entry of collected applications in the app developed by IT department at urban level and also ensure that the all the applications received got verified by constituting the teams.
* Token system to be followed in case of huge crowd.
* Daily report of receipt and disposal of the applications will be submitted to the Government.
* To effectively include SLFs/ TLFs and Colony welfare associations and NCC, NSS volunteers.
* Ensure the participation of all line departmental functionaries connected with the implementation of the above guarantees.
* Also ensure that all logistical arrangements (like providing drinking water, tent, table for counters, proper barricading for queue-lines etc.,) for the peaceful and orderly conduct of Ward Sabhas shall be made and Ward Sabhas are conducted as per schedule and also ensure that application are received from all eligible beneficiaries under various schemes/issues.
* To keep a special counter in the Municipality Office for any applications to be received there.
