ఆటో రిక్షాలు, ట్యాక్సీ, మ్యాక్సీ క్యాబ్‌ డ్రైవర్లకు ఏడాదికి రూ. 10 వేల ఆర్థిక సాయంపై విధి విధానాలను రాష్ట్ర ప్రభుత్వం సోమవారం జారీ చేసింది. నేటి (మంగళవారం) నుంచి అన్ని రవాణా శాఖ కార్యాలయాల్లో దరఖాస్తు చేసుకునేందుకు ఏర్పాట్లు పూర్తి చేసినట్లు ఉత్తర్వుల్లో పేర్కొన్నారు. అన్ని జిల్లాల్లో రవాణా శాఖ డిప్యూటీ కమిషనర్లు, ప్రాంతీయ రవాణా అధికారులు, మోటారు వెహికల్‌ ఇన్‌స్పెక్టర్లు హెల్ప్‌ డెస్క్‌లు ఏర్పాటు చేయాలని సూచించారు. అర్హులైన డ్రైవర్లు తమ వాహనం, లైసెన్సుతో ఆధార్‌ను లింక్‌ చేసుకోవాలి. రవాణా శాఖ వెబ్‌సైట్‌ డేటాబేస్‌లో ఈ ప్రక్రియ పూర్తి చేసుకోవాలి. 15 రోజుల్లోగా నిర్ధిష్టమైన (అన్‌ ఎన్‌కంబర్డ్‌) ఖాతాను తెరవాలి.ఆంధ‍్రప్రదేశ్‌ ప్రభుత్వం ప్రకటించిన ఆర్ధిక సహాయం టూవీలర్‌ ట్యాక్సీలకు ప్రస్తుతం వర్తించదని రవాణా శాఖ మంత్రి పేర్ని నాని స్పష్టం చేశారు. వైఎస్సార్‌ కాంగ్రెస్‌ పార్టీ అధికారంలోకి వస్తే ఆటోలు, ట్యాక్సీలు నడిపేవారికి ఏటా రూ. 10 వేల ఆర్ధిక సహాయం అందజేస్తామని వైఎస్‌ జగన్‌మోహన్‌రెడ్డి ప్రజా సంకల్ప యాత్రలో హామీ ఇచ్చిన విషయం తెలిసిందే.
ఈ పథకం వచ్చే నెల 4 నుంచి ప్రారంభమవుతుందని పేర్కొన్న మంత్రి దరఖాస్తులను ఈ నెల 14 నుంచి 25వ తేదీ వరకు స్వీకరిస్తామని వెల్లడించారు. ఆన్‌లైన్‌, ఆఫ్‌లైన్‌లలో దరఖాస్తు చేసుకునే అవకాశం కల్పించామని పేర్కొన్నారు. వాహనాలను ఫైనాన్స్‌లో తీసుకున్నవారికి కూడా ఈ పథకాన్ని వర్తింపజేస్తామని, లబ్దిదారులు కొత్త బ్యాంకు అకౌంట్లు తెరవాలని కోరారు. దాదాపు నాలుగు లక్షల దరఖాస్తులు రావొచ్చనే అంచనాలున్నాయని పేర్కొన్న మంత్రి, ఒకవేళ అంతకు మించి దరఖాస్తులొచ్చినా ఇబ్బంది లేకుండా పథకాన్ని అమలు చేస్తామని హామీ ఇచ్చారు.
ఈ ఖాతాను తెరిచేందుకు లబ్ధిదారుడికి గ్రామ/వార్డు వలంటీర్‌ సాయపడతాడు. ఒక వ్యక్తికి, ఒక వాహనానికి మాత్రమే ఈ సాయం వర్తిస్తుంది. దరఖాస్తులు ఆయా జిల్లాల కలెక్టర్ల నుంచి గ్రామ సచివాలయం/మున్సిపాలిటీలు/నగర కార్పొరేషన్లకు వెళతాయి. అర్బన్‌ ప్రాంతాల్లో మున్సిపల్‌ కమిషనర్, గ్రామీణ ప్రాంతాల్లో ఎంపీడీవో పర్యవేక్షణలో దరఖాస్తుల పరిశీలన జరుగుతుంది. అనంతరం కలెక్టరు అనుమతి తీసుకుని సీఎఫ్‌ఎంఎస్‌ డేటాబేస్‌ పోర్టల్‌లో అప్‌లోడ్‌ చేస్తారు. ఈ వివరాల ఆధారంగా రవాణా శాఖ కమిషనర్ లబ్ధిదారులకు సమగ్ర బిల్లు అందించేందుకు అనుమతిస్తారు. గ్రామ/వార్డు వలంటీర్ల ద్వారా లబ్ధిదారులకు ఇంటింటికీ రూ. పది వేల చెల్లింపు రశీదులు, సీఎం వైఎస్‌ జగన్‌మోహన్‌రెడ్డి సందేశంతో కూడిన పత్రాన్ని అందిస్తారు. కాగా, దరఖాస్తులు చేసుకునేందుకు అవసరమైన ఏర్పాట్ల పరిశీలన కోసం రవాణా, ఆర్‌అండ్‌బీ ముఖ్య కార్యదర్శి కృష్ణబాబు సచివాలయంలో సమీక్ష నిర్వహించారు.
రూ. పది వేల సాయానికి అర్హతలివే..
- ఆటో రిక్షా/ట్యాక్సీ/మ్యాక్సీ క్యాబ్‌ సొంతదై ఉండి, సొంతగా నడుపుకోవాలి.
- ఆటో రిక్షా/లైట్‌ మోటారు వెహికల్‌ డ్రైవింగ్‌ లైసెన్సు ఉండాలి.
- సంబంధిత వాహనానికి రికార్డులు (రిజిస్ట్రేషన్‌ సర్టిఫికెట్, పన్నుల రశీదులు) సరిగా ఉండాలి.
- అర్హుడు దారిద్య్ర రేఖకు దిగువన/తెల్లరేషన్‌ కార్డుతో పాటు ఆధార్‌ కార్డు కలిగి ఉండాలి.
- దరఖాస్తు చేసుకునే సమయానికి వాహనం లబ్ధిదారుడి పేరిట ఉండాలి.

Criteria for Eligibility:
The applicant shall "own" and "drive" an Auto rickshaw, Taxi, Maxi Cab. The applicant shall possess a valid driving licence to drive Auto Rickshaw, Light Motor vehicle. The vehicle (Auto rickshaw, Taxi, Maxi Cab) shall be covered with valid records like Registration Certificate and tax in case of LT Cabs. Family will be eligible to get benefit for one auto or Taxi or Maxi cab. Family is defined as Husband, Wife and minor children. Each applicant shall have an Aadhaar card. The owner must possess BPL/white ration Card. At the time of application, the vehicle shall be in the possession of the owner.

The application of the scheme is available on the online website, which is maintained by the State Transport department. The official website is available from September 10th, 2019 to the public. You can check the link and apply online. Link your Aadhar Card number to the vehicle and open the unencumbered bank account to receive the amount to your accounts. Application procedure:
The registered owner will be asked to link Aadhaar number to his vehicle, driving licence database in Transport Department website and to open an "unencumbered" bank account within a period of 15 days. This is to ensure that one person will get benefit for one vehicle only. The Village volunteer, Ward volunteer will help the beneficiary to open an unencumbered bank account. An online application will be made available by September 10. All the DTC, RTO, MVI Transport offices will provide help counters to facilitate filing of online application and linking of Aadhaar number.
