ORDER:-
In the reference read above, the Principal Secretary,
A.P. Public Service Commission has stated that A.P. Public Service Commission
proposed to introduce the system of computer based examinations in the State of
Andhra Pradesh as it is being implementing by other recruiting agencies
including Public Service Commission of several other States. This is to prevent
leakage of Question Papers, reducing Man Power and time to conduct exam,
controlling of cheating & impersonation, avoiding print of question papers and
transportation of sensitive confidential material. Moreover at present the
APPSC is facing acute shortage of Man power due to bifurcation and retirements
and implementation of computer based examination will reduce manpower required.
In the reference 2nd read above, the Government
vide vide G.O.Ms.No.23 dt.2-11-2007;
G.O.Ms.No.16, dt.6-9-2013 and
G.O.Ms.No.23 dt.2-2-2015,
Information & Technology, Electronics and Communication
Department, have issued orders to enable
the Government Departments to utilize services of Andhra Pradesh On-line
Limited (joint venture with APTS & TATA consultancy services) to improve
the efficiency and productivity of operations. In this regard the A.P. Public
Service Commission has intended to utilize the sophisticated Technical methods
to avoid any cheating methods, reduce time for conduct of exams, bring more
transparency and tracking Pre and Post Examination processes.

Government after careful examination hereby permit the
A.P. Public Service Commission to introduce the system of computer based
examinations in the State of Andhra Pradesh and also accord administrative
sanction for entering Memorandum of Understanding (MOU) with AP Online basing
on the rates mentioned above.
A.P. Public Service Commission is requested to take
all steps to ensure total confidentiality, no scope for any malpractices like
leaking of question paper, helping the candidate while answering the questions,
manipulation in evaluation etc.,
The expenditure shall be met from the B.E. in
allocation of A.P. Public Service Commission in the relavant Head of Account.
This order issues with the concurrence of Finance
Department vice their U.O. No.36022/35/2016, Dt:16.03.2016.
